WHAT: sometimes you are a Storm Dragon and you've got wings, a need for money, and a heated debate to settle.

[ you know that meme of Garfield with the 'I wonder who that's for' sign? there sure are some threatening things happening in the city, but Veldora has never been threatened by anything short of his sisters in his entire existence, so he hasn't really picked up on the whole 'don't be suspicious thing'--so what does that mean?
that means he's enjoying being a (horse-sized, and therefore, comparatively tiny) dragon. he's on rooftops, he's taking a breather on a balcony, he's in the park rolling in the snow; it's nice to feel like yourself, all things considered, and he's taking advantage of his newfound zippy travel without a care in the world.
he also has no concept of personal property or boundaries so like, he'll just be on things and in places. an alleyway is a nice place to sneak a little nap. so is the backyard. the dumpster is full of interesting things. and if he sees you seeing him, he's rather cheerful about it. ]

[ on the other hand, one cannot stay a dragon at all times, despite one's innate desires. sometimes, one must submit to the whims of capitalism, especially if one has an innate urge to acquire goods and services--as well as the voice of one's dearest companion ringing in the back of one's head telling them that they had to pay for stuff and it was a jerk move to just accept stuff from people who were clearly intimated by the sheer panache of being the Storm Dragon.
it could be argued that the shopkeepers back in Rimuru City were just paying proper tribute, but. it could also be argued that the sun is made of spiders for how much that argument had any weight, sense, or place to it.
so! Veldora has to participate in 'having a job' and 'doing work' and while sidequests are a good moneymaker, there's only so many of those in a month, and he's only got so many skills at this time, so he looks into different things. seasonal things.
things that pop up during particular seasons to entertain people and rake in their money.
