There may have been an issue of weight... An empty basket was simple enough to move but one filled with a person was much heaver. How is Cale's weight training?
Here near the docks was a thick layer of sand that dug in around the moving and weighed down basket as it was pushed to the shoreline. Eventually the denser, wet sand by the shore would as least give Cale's feet better purchase as he gave the basket that last push into the water. It bobbed in the wake of the boats, sinking quite deeply into the water but staying just enough above to still be seen. ]
