He feels like it would almost be hypocritical if he tried to force the issue. It's not something that Mikleo feels strongly about enough to shove him out, even if it means more work.
Ryouta did show up with a weapon, after all. And Mikleo can watch over him much better if he's behind the front lines. They can make this work even if it's not the stealthiest option... Honestly, they don't even know what exactly they'll face in there yet, so more people with sticks might not be a detriment.
